"Guarantee of Peace reconsiders the role of the League of Nations as an idea, and later as an institution, in British policy from 1914 to 1925. Above all, it challenges the usual view that London was particularly wary of ideas of collective security only adopted the League idea in response to pressure from Woodrow Wilson and from domestic public opinion. Instead it examines how London actively promoted the idea to manage Anglo-American relations in war and to provide the context for an enduring hegemonic partnership thereafter - although with the subsequent American rejection of a political and military role in stabilizing Europe, British thinking about the League inevitably had to change." "The book then breaks new ground in examining how London tried to use the League in the series of crises of the early 1920s, in Armenia, Persia, Vilna, Upper Silesia, Albania, and Corfu. It shows how in the negotiations leading to the Draft Treaty of Mutual Assistance (1923), the Geneva Protocol (1924), and the Locarno accords (1925), British policy-makers such as Robert Cecil, Ramsay MacDonald, and Austen Chamberlain sincerely tried to solve the Franco-German security question through the League mechanism. This involves a re-examination of how these leaders tried to use the League as an issue in British domestic politics and why it emerged as central to British foreign policy.
